Can't build leather workers shop

Prolly a noob question, but when I try to build leather works it never actually builds. It always just stays on pending, says pending leatherworking. Anyone know why?

Requires a dorf with leatherworking skill enabled to build it probably.

And the leather worker mustn't be otherwise occupied, of course. Having your crafter being leather worker as well while you have your repeat order for large pots on means the leather workshop gets built only when/if he returns from a break and happens to take up the workshop building job.
