Last 2 raids only 6-7 bad guys!?!?!?

My first raid I vsed over 60 bad guys, in my last 2 raids only 6-8 ??? wtf is going on ? a bug?

Check Legends Mode. The site sending the invaders may be a small one that has run out of bodies to send.
