Should we have embarked right next to a goblin fortress?

Tried to run the newest version for Windows and all it does is crash the moment it starts up. So I downloaded it a few more times hoping perhaps something just failed to properly extract. Nope. After about five attempts it still keeps doing so. I manage to get the DF window in focus before it starts but that doesn't seem to effect it any either. :<

Are the fortresses there for psychological reasons?  Are they trying to hold back entropy itself, rather than the goblin hordes?
