Can I ask: I'm from Brazil, so does that mean I can't partake on festivities? I'm not very familiar with trading rules because antisocial lurker...

I really dislike it when antisocial is being misplaced. x_x (You really don't look it :v)
But!

You guys will want to indicate region when indicating gifts, due to this ol' rule.

This applies to donators moreso than receivers--anyone not within the mentioned areas can send gifts to anyone; anyone within these areas can still receive gifts (or those festivities at large) from anyone else NOT regionlocked.

Like for example: I'm in the Philippines!
If I wanted to donate--I'd have to put in the mention of me being 'Region locked to SE Asia' because I'm a donator (assuming the games came from my wallet and are not gifted to me from other non-regionlocked folks in turn).
If I won something from anyone not within that list, I can receive it AND gift it freely.

So...yes you can pretty much partake in the festivities I know a few folks from S. America that are pretty much active with these kinds of stuff. \o/

Realistically, the region locking doesn't come up much.  I think there was exactly one instance in the previous two years of giveaways.  Most of the donations come from America or Europe; games from those places can flow out, because Valve isn't taking a hit in the wallet when that happens.
