You live in a City!? Get a job, I walked 2 miles for a summer until I could get a cheap car.
Were do you live in Florida? Check Craigslist for the $500 dollar range.

There are several jobs that require little to no experience that pay well. Try looking up assisted living jobs, garbage man, etc.

Also, to break the drug habit introduce him to more positive past times. Working out, hiking, sports, shooting, wood/metal working, mechanics, etc.
