Modding with in-game dates as requriements?

Has anyone figured out if this is possible:

Creating a reaction or workshop that does not exist in-game until a specific year and those subsequent occur?

Cannot be done without DFHack.

It's amazing how dwarves can make a stack of bones completely waterproof and magmaproof.
It's amazing how they can make an entire floodgate out of the bones of 2 cats.

Thanks mate, are you talking about using modtools/anonymous-script with an interaction trigger?

interaction-trigger wouldn't do it; anonymous-script would technically work, but it would be very much more practical to write a script specifically for the situation.

Thanks Putnam, I guess I'm going to have to start studying up on dfhack, most of my interactions ideas only work with it.
