I think B involves us giving them the money needed to hire said mercenaries. Which we obviously do not want to do, as we don't have a very well-stocked treasury at the moment.

What we do want to do is make use of our navy (and maybe our Martial skill? Dunno if we get to lead naval campaigns.) to show those Nesteleans what's what. We may be able to nab another island or two as reparations if things go well.

Starting out Wise? I'm pretty sure we're Martial.
Also, Civilization doesn't use casus belli, you can DoW at any time with no real penalties (unless VI introduces it, I haven't played that one). Europa Universalis and Crusader Kings, those use casus belli. (Until Dip tech 23*, when you get the ridiculous 'imperialism' casus belli on literally everyone)
Civ 6 now does have a CB system, if not a bit crude. The easiest way to get a CB is to denounce another empire, or get a request denied, and you still need to wait for 5 turns to have a valid CB to reduce your warmonger and war weariness penalties.

That said the AI still declares no-CB wars quite frequently.

Seeing as this King [us] is unaware of history or at least has the general history, we can play him off as the not-really-diplomatic-but-respectful type who honors military tradition and fights to keep our lands (or...their lands that we captured?).
