I'm not saying I think his vision of the game is against this, but given that it seems a natural extension, it may be that Toady thought of it, and decided against it.
Or didn't have time yet. It's only a recent addition. There was a lot to add in the last release without getting tied up making more new generators.

It's not like Adventurer conversation is anything near a complete stage yet.

Hence the suggestion forum. Stating your values is part of the game. Improving that is a suggestion.

Not every single detail is in the plans. Expanding language in general has been mentioned several times by Toady as something he wants to do.

It seems to have a bias for statements about facts/knowledge/wisdom. 

Anyway, this works because you have a limited palette to choose from in order to make its "support white because it opposes black" set of opposites make more sense when you only talk about "truth" opposing "untruth"...

The thing is, I also agree that Toady is going to want to do more randomly generated quotes and such, because that's what he's always done, but the problem with it is, he's got this huge dictionary, and he has some tags associated with different words, and he has a system that builds random phrases out of strings of nouns and adjectives and tries to keep things coherent by coding a bias for "war words" when it's a title being applied for killing lots of things, but the sheer scale of it all makes it fall apart fairly quickly. 

If you want to really push a suggestion that would be really helpful, try to come up with an algorithm that can more easily classify and create meaningful statements out of a dictionary of words by using rational tagging.

I will say though, you mention about sayings making sense but there are plenty of cultural sayings in current society that to others either have a personal/national history to them or otherwise that do sound like jumbled up nonsense to outsiders. Occasionally throwing out what sounds like nonsense but with meaning to keep depth on a range of responses so that dwarves have something other to do than talk about beasts or quest targets even if casually between themselves would be nice.
