Roll 2d6 (this isn't really connected to any of the powers) where:

2 to 3 = Fallas actually manages to capture the people sent to grab him, if he so chooses
4 to 6 = Fallas evades you entirely
7 to 8 = You catch him but you can’t really stop him, so the ship tails him. (Further chase scenes ensue?)
9 and up = You board his ship and stop him, because we’re an empire and we can catch one small vessel, damnit.

Erin Quill listens to a radio broadcast from the forces chasing Fallas d’ Florist’s ship.

“...target in sights thirty miles off the coast, Quill, but they’re too far-” There’s a burst of static on the line. “-can’t board them, they’ll be out of range soon. We’ll fire on command-”

“Can you get me a radio link to the ship?” Quill asks.

“Yes, sir-” The communication’s interrupted by more static. “-maintain it for long, but you can talk to them.”

What do you do?

B: “Sink that ship!”
C: “Forget it, let them go.”

Now, of course, you will probably want to select A first, but the others remain open as options at all times. If a majority of the voters chooses B or C, it happens. If someone chooses A and poses a question to ask, it should be answered immediately. All discussion on this should be IC for the duration.
