Ask our guy to point someone that is a scout and is in the pay list of the goonswarm, talk to him to deal with the goonswarm secretly just saying "The army don't want to deal with police's problems, only if we become a problem, stay out of the way or help to capture the rebels and they might just leave with their mission pointed as victory, hinder us and they will shoot back"

anyway take padel's men just in case...

Huh? Nobody we've named is dead for sure. Either way, you have plot armor as well. Celling isn't going to die, it's the rest of the Republic that has to watch out.
