Like the title says, I need refined coal refine iron to build a chain to build a well so that my thirsty dwarves can have a drink.

It means you need coke or charcoal.  The stock of what you have may be highlighted to be put in a stockpile.  Use t to check the woodburner and smelter to make sure you have some.

Perhaps I wasn't clear enough, How do I turn my bitimous coal into refined coal?

use the "make coal bars" job in the smelter.

Go to the smelter. There should be an option to turn it into Coke. However, you need fuel for this process.

However what it sounds like, you can't make iron because you have no fuel. In this case, make charcoal at the wood furnace. Then you can use this charcoal to kick-start your coal refining for more efficient fuel. Or if you can't wait, just use the charcoal to make an iron bar, and use that bar for the chain.
