Bad mechanism = long delay
Okay mechanisms = small delay
Really good mechanisms = no delay
Artifact mechanism = negative delay

Think about it. The mechanism will know what you are going to do, before you do it.

Now imagine this scenario:

Goblins are attacking. You try to mark the lever of the Weapon of Uber-Death for pulling, when you are interrupted by a message:
"I'm afraid I can't let you do that, Mark."
You try the best you can, but you cannot mark the lever for pulling.
Long story short, yer dwarves die.
