Charging people with crimes manually

Now that we have visitors and some sort of personal property being relevant (artifact makers claiming artifacts as their own), the simple ability of being able to charge people with crimes manually would be a nice holdover until the law update

Making dwarves have angry thoughts and / or try to break them out if they feel the crime is unjustified would definitely make being an evil dictator a possibility until it is looked at more thoroughly. Arresting visitors and spies would also be nice, if only to take their books, stop them from taking your books, etc.

Finishing up the law system is eventually planned, I think, but a small update like this would make it a bit more interesting in the short term
