Just I am playing around with  a necro fort where everyone is useless due to being dead sober.

Will they not take drinks at the tavern if you assign a tavern keeper or 3? It works to get vampires drinking.

Unfortunately necromancers need to breath and so tend to be poisoned by tavern keepers. Which ends up requiring a fair bit of micro managing while still giving very random and  lackluster results.

If you define your own necromancy secret that doesn't give NO_EAT and NO_DRINK, and use advanced world gen to disable the vanilla secret, that should work.

Doubt a tavern keeper could kill off an entire fortress' population. One death every couple of years maybe. Tavern keepers are nowhere near as op as forum mythology makes them out to be.
