*silently wonders if you can just use /dev/urandom to pipe random 8bit values as raw pcm samples through the android audio subsystem... in which case, Terminal Emulator is the ideal program for you, as it can execute shell scripts.

There are many white noise apps in google market.  I use White Noise and Noise Machine
