Elf merchant exited through caverns

Before I report this as a bug, is there any way merchants, etc. should be able to exit the area through the caverns?  This seems especially uncharacteristic for an elf, but even for dwarfs, I didn't think that was a possibility.

[edit] Also, your bug-reporting priorities are backwards - if you ever think you've found a bug, the very FIRST thing you should do is search the bug tracker to see if it's already been reported, and if it isn't there, then you can post on the forums to help you decide whether or not you should report it.

Sometimes there are also underground roads, so perhaps it is not a bad thing to keep it as a feature.
