Does Legendary Skills still rust?

I noticed Legendary level skills appears to not show the "rust" tag. Does they still degrade?

If you are certain the skills are not rusting, it is likely they will not degrade either.

I don't know the answer, but I have also noticed that I have never seen a legendary skill be displayed as rusty.  It seems that once you are a legend you are always a legend.
