Difficulty generating volcanoes with Perfect World

I'm having difficulty generating volcanoes using perfect world on a medium sized world. I have set the minimum required volcanoes to 10, and have tried up to 25% of the map being above Volcano Threshold, yet I still cannot get enough volcanoes to satisfy the 10 minimum requirement. Any ideas?

I've been able to get large worlds to have 200 volcanoes before, and they're only four times larger than medium worlds, so the numbers don't make sense to me.

Volcanoes require 100 volcanism. Two possibilities to check off the top of my head: Either your parameters don't allow that much, or your exported PS_VL values don't contain 10 100s.

Are you using PerfectWorld's volcanism map?

What do your worldgen rejections say? Either via the log or from the announcement when you get too many rejections.
