The paragraph text, combined with the dialog, tell a much deeper story.

White chain is the angel that guarded the western gate.  The one entrusted with the comb, that began the order.  Of the angels that have adopted the gentleness mantra, he is the one most altered by it, to the point where his angel form has changed from a cruel being, into a gentle (more feminine) one.

That is how our older gentleman here knows that White chain is the one that struggles the most. The name White Chain is probably descriptive of the weapon she wielded, A whip made of lightning.

"Dont forget who you are!",  dont forget you are the one who showed us how to change through resolving conflict without, through conflict within. (The directive issued by Prim causes an internal conflict against the Old Law hammered into them.)  Dont forget that you, among all of us, best understand gentleness.



And then Juggernaut star shows up to wreck the place.

Ambiguous in the normal sense. Perhaps White Chain is truly the first angel to realize the way of justice, or perhaps it is only a story. Or both. Or neither. God is a liar.
