Are you playing the newest version (0.44.05)?  Some bugs related to this have been fixed in recent versions, I believe.

Yeah this is a known bug http://bay12games.com/dwarves/mantisbt/view.php?id=6708.  Somehow animals that become historical figures decide that they're sentient beings. Agreeing to make him a citizen might cause even more weirdness when the bug is fixed so I would recommend not.

Would that mean you would be able to hire a leopard to travel with you in adventure mode? What about sending the leopard out to raid?

Technically, yes to both of these. But as was pointed out, there is a potential game breaking problem.
