Add a rule as follows:

The Nomic will end once a participant has won.  Furthermore, the creator shall lock the thread at this point and edit their signature to include the phrase "I can't Nomic good".  lordcooper has won the Nomic.  This rule cannot be removed or debated, and must be enacted prior to any subsequent rules coming into effect.

Nomics don't really work without a voting system.
