As mentioned in the previous turn, the most exciting field of battle this year will be in the Arstotzkan capitol, with plenty of close-quarter fighting and siege warfare.  Arstotzka, accordingly, spent their design phase developing a high-altitude tactical bomber.

Okay, so, most of the folks voting for SCAFIR want to do Thaumoptic Lenses as a design. In which case it'd look more like this, I think:

Thaumoptics: With specially treated glass, magical energy can be made visible. This has many applications.
Most notably, a set of Thaumoptic Goggles will be designed (compatible with SFOS, also available standalone). These will allow agents to see what Thantro's invisible shields cover- and more importantly what they don't-, as well as identify boxes of holding from a distance. Other forms of magic may also be spotted, and depending on how magical energy interacts with opaque objects, they may be able to see magic through walls and other barriers.
If possible, Thaumoptic Lenses could be installed onto some of the cameras on our drones, to let us monitor magical activity from a distance.
We will also develop passive magic sensors- simple devices that can sound an alarm (or silently notify security) if magic is cast within their field of (thaumic) vision. We should try to get these ready for mass-production ASAP, so that they can be installed in all important Mondragon facilities.
Thaumoptics will also be useful in our ongoing research into our own magic, as it provides another form of feedback when experimenting with spells- the thaumic signature of a spell (made visible with thaumoptics) may tell us much more about it than the physical effects do.
Other uses may come up in the future.
It is possible that thaumoptics could detect wizards as well, on the basis that they might naturally 'leak' small amounts of magical energy.
Note: Whilst this may seem like several innovations, I see it as several simple applications of a single innovation- you invent the lenses once, then glue them to a bunch of different things.

The idea of using thaumoptics to aid in future magic research could be enough to convince me to switch my revision vote, if people think this would be a reasonable design for next turn (barring unforeseen circumstances, obviously)

So, we've been asked/reminded we need to request some kit from the board this turn.

This is my suggestion: a Bell 206A JetRanger. One pilot, four passengers. Good performance. Cheap (for a helicopter of its size). Relatively common, its acquisition would not raise any eyebrows (unlike a more military vehicle).
Useful for getting our agents around quickly, or transporting high-value people/cargo safely. Opens a range of tactical options.
Liable to cost ~100 Supply, I'm guessing. We certainly wouldn't want to lose one.

Indeed, but without AA they're gonna have a hell of a time stopping it.

Okay, swapping to SCAFIR and supporting Bell 206A Jetranger in requesting stuff.

I think it will be good to have our own upgraded aircraft, though not a priority.

Mondragon Revision and Request Phase

FN P90 SCAFIR Refit: (Normal) [2+4=6]
The refitting of the FN P90 goes quite well. We were able to utilize the same business deal as the one used for the SOFIA, and the specs for the SCAFIR are as expected. We could not drop the cost anymore, but managed to modify the silencers such that they would continue to work effectively with the increased velocities. 830m/s muzzle velocity. Fully automatic. 900 RPM. Effective 200m. Maximum 2.2km. 7.62×28mm SOFIA Standard Operative Cartridge (SOC-1983-01 FMJ). Bullets are titanium cased lead core. 1 AP. 60 round clip size. 60 rounds 2 EU. Can pierce type III armor at 150m. Silencer is 2 supply, sounds like a soft "pop" at 10m. 2 EU unloaded, 5 EU loaded. 5 supply.

Item(?) Request: (Bell 206 Helicopter) [3+4=7]
The request for the helicopter goes quite well. We managed to get a really good deal for a frankly ridiculous number of helicopters. We could get a single copter for the cost of 10 SFOS suits, and the bulk discounts only get better. Its usefulness is somewhat limited, mostly to pickup and airports, but it can dropoff anywhere, because once the mission is complete it no longer really matters if Thantro knows which copter did hold a VIP. Command mentions the possibility of moving base at least partially out of the city for increased usage flexibility. Bell 206 Helicopter. Can pickup and airports and dropoff anywhere. Very reliable. 130 supply for a single helicopter.

Our contact with command left a note in the dropoff. You have the following missions: Recover those stolen pistols. This will be our last chance to recover them. Raid an enemy factory. Steal enemy company technology from a scientist. Provide security during a business meeting. And escort a weapon's dealer looking to make a deal with us. More details forthcoming later, but I have things to do right now.

For some reason you feel like he means "Play Crusader Kings 2 with members of both research teams."

Spoiler: Agents (click to show/hide)

It is now the Tactics Phase of March 1983. You may vote on which missions to perform, general tactics, agents, and equipment.

So far I'm leaning on a full squad hitting their factory all tooled up to the teeth with SFOS and SCAFIRs, and two five-man teams with one guarding our negotiators and the other securing tech from their scientist.

Factory raid mission:
Spoiler: Squad Smash (click to show/hide)
Plan: Alex & Alexandro, wearing plain clothes over their meager armour, will scout out the factory's surroundings. They will use Dragon's Gaze to get information out of people, until they have tracked down two things: the power mains leading to the factory, and a (relatively lightly guarded) entrance (being sure to avoid detection). Then they contact the rest of the team, who will quickly converge on the chosen entrance. Once Alex2 have cut the power, they force their way in, using a combination of Dragon's Gaze and the Forced Entry Kit to bypass any security measures- as silently as possible-, and their SFOS visors to see in the dark. Once inside, well, they know what to do (that is, stick together, work through the place methodically, shoot any suspicious boxes just to be sure). Use flashbangs to disorient any Thantro agents. The two Alexes stay outside.

Steal tech mission:
Spoiler: Squad Grab (click to show/hide)
Plan: Diego and Chandi head to the airport to pick up the Bell 206 (which has been painted a nondescript black and registered to a shell company). Diego will pilot the copter, Chandi will sit in the back.
Meanwhile, Nikita and Do-yun will, in plain clothes, enter the building where the scientist works. They will contact them as arranged (possibly using Dragon's Gaze to get past anyone questioning their presence), and then, rather than lead them outside, lead them upstairs to the roof. At this point, our chopper arrives. It will land if possible (not shutting off the engine), but if not, Chandi can throw down a rope ladder. The three will quickly board the copter, which then heads off for a Mondragon safehouse or whatever.
It should not be possible for Thantro to interfere, but if they realise what is happening and enter the building in pursuit of our agents, smoke grenades are to be used in order to aid their escape. If Thantro makes it to the roof, Chandi can open fire with her rifle to cover the scientist and our agents whilst they board the copter.

"Escort" mission:
Spoiler: Squad Run (click to show/hide)
Plan: Moira and Zhukov arrive at the site of the deal before hand. They are to bolt shut any nearby shipping containers, crates, boxes, and anything else that Thantro might be using to hide in. Then they take up positions overlooking the site, perhaps behind some crates stacked on top of shipping containers.
Hannah, Brusilov, Pavlov, and Reece will escort the dealer to the site. Should Thantro agents show up, Moira or Zhukov should be able to spot them ahead of time from their vantage points, using their SFOS thermal imaging to see them even in the dark. At this point, they would radio Hannah, who would direct the dealer, buyers, and her squadmates to cover. Our superior weaponry should let us win a firefight even with reduced numbers. If things look like they are going south, surviving squaddies should attempt to help the dealer escape, to prevent him from falling into Thantro's hands.

Total supply spent: 98/102.
