Mondragon Revision Phase:

Project Red TAPE: (Simple(Revision)) [3+4=7]
For the time allotted to a revision, TAPE has no right to be this effective. Based on previous experience with overloading materials with thaumic energy, the goal of the project was very simple: Pump energy into the bullet until it blows up. TAPE rounds consist of a normal SOFIA round, covered in a fine enchanted engraving, designed to channel thaumic energy into the bullet upon contact. The goal was TNT level energy density, which was completely blown out of the water. A proper TAPE round detonates with energy nearing three times that of TNT of the same weight. The force of the detonation is approximately 73 KJ, which is equivalent to a baseball with a mass 24 times that of the bullet up to speeds of 1 kilometer per second. That's a little over 22 times faster than the world record baseball pitch. How did we get an energy density of 12150 J/gram, you ask? Simple. When normal matter is infused with unchanneled thaumic energy above the resting background level, there comes a point where the energy has to go somewhere. It spontaneously converts itself into heat, tearing electrons away from molecules and breaking their bonds. This was the effect observed in the runic circuit project, and now it has been weaponized. The TAPE round works on this concept, being charged to near saturation before combat. The titanium engravings channel external thaumic energy into the lead which, upon hitting critical mass, results in the lead spontaneously expanding outwards in a cone of plasmified air/lead, and individual atoms superheated titanium. This rapid expansion of superheated air and bullet results in an extremely loud shockwave as well. At close ranges the shockwave damages hearing, although that doesn't matter against unarmored targets, since a direct hit would result in said target ceasing to exist. The shockwave and light produced from the sudden heat also function to daze the target. Despite all the praises of TAPE rounds, they are quite difficult to handle in a number of ways. The engraving is very time consuming, and the slightest mistake results in the round being a dud. It takes close to three days for a single bullet from a dedicated worker, and about one third of all TAPE rounds don't work. Most times this is detected in production, but sometimes duds still slip through. Rounds don't hold charge for long until their energy begins seeping out and equalizing with the environment, meaning they must be recharged about three hours before combat. It requires 1 level 6 mage, or two level 5 mages working in tandem, to charge a round over the course of five minutes. Due to our still somewhat childish attempts at detecting and measuring magic, about one sixth of all rounds aren't charged enough to properly detonate. Obviously this is preferable to accidental overcharging, but still quite unfortunate. As it is now about 15% of the explosive potential is deflected backwards by the rest of the blast and does not have much destructive effect in the desired direction. There is definitely room for expansion within this new discovery. TAPE round: Impact with high thaumic potential object results in essentially spontaneous ionization explosion. 20% chance of failure to explode. 5 supply per bullet. Limit per mission: 2 per lvl 6 mage, and 1 per lvl 5 mage.

When you asked for a sniper rifle, command went above and beyond. Not only do you now have access to the Zastava M91 for wicked cheap prices, command even managed to get their hands on a couple of cutting edge PN 5x80 scopes. Lab raid:
We've located one of Thantro's smaller off site testing facilities. While it likely doesn't contain anything ground breaking, we want you to get in there and steal anything not nailed down that looks useful. The facility is located here, underground. Blueprints were unable to be located, due to it being an unofficial modification to the property. But we do know this. It's a Thantro facility and not that of a third party, registered through their shell corporation. The entrance is a hidden door on the North side of the building, underneath the bushes. No cameras or any other detective devices or traps were noticed outside the building.

Bank hack:
We caught wind of an upcoming security upgrade to one of Thantro's minor banks. The facility's firewall will be down completely for an hour an a half. The perfect time to hack in and switch some numbers around. Command is providing you with a cutting edge computer about the size of a very bulky briefcase, capable of doing the job. The goal is to steal money and ruin one of Thantro's offshoot banks without leaving a trace that leads back to Mondragon.

Diego has been with his mother for the month. She's dying, and is all the family he has left. We want you to extract him and his mother from the house before Thantro arrives. His identity was released online by another employee (who has since been *reassigned*). It was only noticed and confirmed leaked a day ago, so time is short.

Scientist escort:
Some jobs have been shuffled around after the very public murder of Mondragon leadership last month. Lin Ying is being reassigned across the country. As one of the prominent researchers of the SFOS equipment, it is a sad day to see him go. Obviously, Thantro cannot be allowed to intercept Lin on her way out. The route must be chosen, starting here and ending at the airport. Get Lin safely to the airport in whatever way you choose.

Campaign mission
Neuro Industries' board has voted to propose a merger. To both us, and Thantro. We are to compete for the merger, should we so wish to. The challenges will continue until the end of the year, upon which the winning side will gain access to all of NI's research involving cybernetics, which at this point are as effective as or slightly better than normal limbs. The first mission involves both sides working together to keep a tech conference secure. The rivalry among the cybernetic limb business is even stronger than that of your and Thantro, so come prepared for substantial sabotage. It's up to you how much you choose to interact with Thantro, but remember that NI will be watching everything you do.

Event!
It's Christmastime! Santa is being generous this year, and whichever team can write the nicest letter to Santa will be awarded a single unique present of their choice. This present will be granted in the form of a special project that makes a single item, within reason, with a single reroll for the lowest die of the project. Multiple submissions can be written and voted upon in your personal thread, with the winning letter getting posted in the core thread at the end of the tactics phase.

Looks interesting.  Haven't done the exact math, but here's two.  The lab looks like a risky bloodbath if we go in anything but heavy, and I'd rather win the Campaign mission.  @GM, I'm not sure I fully understand the bank mission.  Since it's essentially a cybercrime, what kind of physical access do we need?

Hmm, is it possible to wear just a piece of light armor under winter clothing?  Being able to use just the chest piece of the combat suit would be nice for that kind of undercover focused mission.  Seems like a bit of a waste to spend a revision action telling our operatives to cut the damn sleeves off.

I'll come up with a writeup for event security in abit.

I agree that the lab assault is too risky; we don't know enough about what's inside to be able to formulate a plan. I do think we have the right tools for the bank hack, though- a few disguised operatives using DG to convince people that they're part of the upgrade crew is all we should need there. I'd prefer to use less dudes on the escort & extraction missions if possible, since we want to put on a good show at the conference.

Okay, comparing the agent list and the battle report, there seems to be some discrepancy.  The failed helo extraction put two agents in the hospital (Chandra and Nikita).  The factory smash put Tim in the hospital, and injured Kaish, Aiko and Boris.  Brusilov also got put in the hospital from the grenade attack protecting the arms dealer.

Minus Diego, who needs a rescue this phase, that leaves us 12 able bodies and three "light duty" agents.

Taking that into account, as well as trying to leave room for the bank mission, here's some revised plans:

Diego Extraction (v2): Sniper Team reduced to one man and Lv5 Agent reassigned for trickier roles

I'd like to give NI a good impression of us, which does not involve sending them a handful of cripples and predicating our operation on the assumption that things will go wrong and people will need evacuation. I'd divide the lightly injured agents over the other two missions- they can be the drivers. Kaish as a dispatcher-type guy makes sense, but he should be backed up by at least 4 heavily armed, healthy agents. Johiah said we can requisition stuff like metal detectors from NI, so I'd like to set up a security checkpoint at the entrance to the conference, where between metal detectors and thaumoptic lenses we can screen guests for both weaponry and wizardry.

I'll try to write up my version of the plan soonish.

Given the ability of the culprit to disappear, and their use of illegal, hard to obtain weaponry, it follows that they were not acting alone, but were part of a larger organisation.
An internal review by Mondragon security has revealed that concerns were raised prior to the meeting that rival corporation Thantro had discovered the time and location, and could potentially attempt to disrupt it. Full details regarding the evidence of potential Thantro interference was provided to law enforcement. It is not believed that any other groups outside of Mondragon were aware of the meeting.
Whilst investigation is ongoing, the mere possibility that a corporation would escalate a petty rivalry to such explosive heights, endangering not only their 'enemies', but also unrelated bystanders, is of grave concern. A spokesperson for Mondragon had this to say:
"At Mondragon, we are committed to not only keeping our brethren safe, but also the general populace. We plan on increasing our cooperation with law enforcement to ensure that such an attack does not happen again, and have high hopes that law enforcement will conversely be keen to assist us in keeping this city safe."

While I would've preferred something craftier for the convention, I can tentatively +1 Plan v3.  Also, the press release is nice touch.  How are we going to feel out Thantros' plan for the convention (somebody going to ping them on core thread or we waiting for them to make the first move?)  And how much you want to bet it involves a bunch of dudes with grenade launchers in a magic box?

As mentioned in the previous turn, the most exciting field of battle this year will be in the Arstotzkan capitol, with plenty of close-quarter fighting and siege warfare.  Arstotzka, accordingly, spent their design phase developing a high-altitude tactical bomber.

Since we're twiddling our thumbs again, here's a design I've been working on.  It's a spell, but it's in the same family as Dragon's Gaze, so it shouldn't be too hard a roll.  Could pair well with theoretical HiDRA for Jason Bourne-type agents, but should be more attainable and practical.  ...and if we get the full anti-inflammatory part (tear gas immunity) that's also an easy requisition that opens up some new tactical options.

Design (Spell): Mind over Matter

Long have Yogi Gurus and martial arts masters displayed superhuman feats of toughness, crediting "meditation" and "discipline."  Building off our fruitful research in hypnosis from Dragon's Gaze,  "Mind over Matter" uses self-hypnosis to induce psycho-somatic suppression of pain and inflammation in a trained user.  Otherwise fully functional, the user can take a helluva beating, but won't feel it.  Thus an operative can remain fully mission effective despite sustaining minor injuries.  "If you don't mind, it doesn't matter."  Psychosomatic suppression of inflammation can also entirely negate lachrymator agents (tear gases) as well as delay joint immobilization due to swelling.  Furthermore, an operator can make a calculated risk to push his body beyond "safe" limits, risking injury due to over-extertion.
