Things I learned regarding Fortress Mode "who can be a valid citizen from animals" shown me (and this is repeating some common-ish knowledge)

Any PET or PET_EXOTIC creature can never be given Labors or assigned to Nobles/Positions (however if they CAN_SPEAK and get popular they can be elected for ELECTED positions)

HOWEVER with caste and POP_RATIO magic one can create model citizens from NON-ENTITY-CREATURE creatures by making the PARENT castes the only ones with PET so they breed like normal animals, but the CHILD castes which are more common (very high POP_RATIO value) will lack the PET tag (as PET is caste-level so you just put PET in the FATHER and MOTHER castes)

however there are still requirements that need to be met

The CHILD no matter what will need at LEAST [CAN_LEARN] even with transformations or syndromes to add it, labors will be broken for them. You can add [CAN_SPEAK] later so that Labors and Positions work correctly (Excluding it will allow the CHILD to be unnamed at birth, then giving them CAN_SPEAK through a syndrome will let them be proper citizens)

But it's easier to just give them [INTELLIGENT] or the combo of the two tags [CAN_LEARN] and [CAN_SPEAK]

This can lead to interesting modding such as "wizards" or "golem-macner" races where you can embark with creatures that will periodically spawn golems for you to use as citizens.
