You may choose up to 4 new tiles, which will be water. Or you may instead convert some of your existing tiles to water. Make up to 4 tiles 'changed' total, whether expanding or converting.

River Bonus: If all 4 water tiles connect in a path AND start at an edge of the map, you can continue the river an extra 2 tiles.
