Considering spies aren't even a thing in 2.3, I am against being suddenly shoved into a completely different class. So if you want to slap all the mechanic changes without magically turning Ismo into an outlaw that's fine with me. All the other changes are fine by me.

Well, if you want to implement the new assassin, that's fine. The outlaw versus spy is the "issue" here as the class changes the order of an existing skill and splits weapon ranks-So whenever he promotes to assassin he can get the pending outlaw skill (Sidearm) and gain access to hidden weapons.
