Question about entity token

If one civ has [SIEGER] tag, but hasn't [PROGRESS_TRIGGER_POP_SIEGE],

they never come to siege me? or they come to me randomly?

They won't come unless you raid them.
Well, in theory anyway. Also, [SIEGER] isn't needed for a civ to siege, apparently.
