Also make sure to perform a choke-hold on the bathroom dweller to pass him out, not breaking his neck, but enough force to cause him to go into unconsciousness

As a compromise, you guys could go for trying to wound rather than kill non-targets when possible, especially if they aren't visibly threatening? Or just doing like the thing below, I guess. Either way, I'm kinda neutral about the whole "non-targets vs targets" thing, but I know some of you prefer to keep this professional and avoid killing non-targets when possible.

Yeesh. Can we not try to kill people that we don't have to?
Grab the man and use his shirt to press down on the wound to prevent him from bleeding out. Tie it so that he can breath, but so that the bleeding will eventually stop. Gag him as well.

You grab the bathroom dweller, tear off the bathroom dweller's shirt, and tie it so that the bleeding will stop. While you're at it, you use the shirt to gag him, preventing him from calling for help...

I’m just currently suggesting actions for the game like I how I play in the hit man series, the less eyes the better, also shooting creates lots of noise while up close can be very quiet; also I try to go with the less non-mission target kills for higher score but things can become dicey in the line of work

Also make sure to perform a choke-hold on the bathroom dweller to pass him out, not breaking his neck, but enough force to cause him to go into unconsciousness

... And then you put the bathroom dweller in a choke hold, trying to apply just enough pressure to knock him out, but not enough to kill him. Unfortunately, choke holds aren't as easy (or quick) as the movies show it, and your lack of skill in choke holds means that it takes a few minutes for you to get it right, and a few minutes for the bathroom dweller to pass out. But hey, at least you didn't accidentally kill him.

As the bathroom dweller falls unconscious, the lights suddenly come back on. The gangster and the shotgun-wielding man have turned the generator back on!

You hear someone climbing the ladder next to the generator, making his way to the narrow room that you just locked from the inside. It must be the owner of the room, now having resolved the argument with the gangster.

From the main apartment room on the second floor (Lights are back on):

In front of you is the door to the main hallway. The bathroom dweller lies unconscious.

To the right is a bathroom.

To the left is the apartment windows.

Behind you is the door to the narrow room, and the grating behind it to the power generator below. The door is locked from your side. Someone is climbing up the ladder into the narrow room.

Stab the person as they're coming up the ladder so they can't defend themselves.

Not entirely sure why we're so averse to having our character kill, it's not like incapacitating everyone with grievous injuries is going to be more forgivable to other gang members or the police. Plus having him(?) kill removes the whole "inexperienced at killing" disadvantage once we actually reach our target.

You unlock the narrow room door and open it to find the shotgun-wielding man making his way up the ladder.

"Jesus Christ!" He shouts as he spots you trespassing in his own room. He tries to climb back down, but it's already too late for him. You rush the man and stab out with your knife, piercing the man's skull and sending him falling off the ladder. With a scream, he falls all the way down to the ground floor, cracks the back of his head on the generator along the way, and then bounces off of it before hitting his head on the concrete below again.

The man gasps a ragged last breath, and then all is silent.

You have committed your first murder.

It'll get easier, even though you haven't shown much hesitation in the first place.

"Ey, man! What the hell?" The cigarette-smoking gangster shouts as he hears all the commotion. He rushes in to investigate the power generator, sees the corpse, and then looks up at the second floor grate to see you with a bloody knife in your hand.

"Mad Tony ain't gonna let you get away with killing his dealer, fool! You're dead meat!" The gangster starts reaching for a handgun in his waistband.

From the narrow room on the second floor (Current location):

In front of you is an open door, revealing an apartment room.

Behind you is the ladder that you used to get in. The shotgun wielding man's corpse lies below, and an angry gangster with a gun has spotted you.

Aim your revolver at the handgun gangster, targeting multiple shots to the upper chest
shot the gangster

You draw and fire three shots aimed at the gangster's upper chest, but your inexperience ensures that only one bullet manages to hit. That one bullet strikes the gangster in the lung, causing him to stumble back and let out a cry of "Shit!"

The gangster lets loose with a wild barrage of bullets, sending rounds flying everywhere and accidentally striking the power generator's OFF switch. The only thing the gangster has accomplished is dumping an entire magazine in your general direction, and managing to accidentally help you by turning off the power again.

"You'll pay for that! The bastard is on the second floor! Get him!" The gangster bellows, alerting any comrades within earshot.

"Go, go, go!" A voice shouts from the floor right above you. "Bring him to me, now! I'll skin that fool alive and hang him from a pole!"

"Roger that, boss!" Another voice responds. "Let's move it, folks! Someone stay behind to watch Tony's back!"

You hear some footsteps going down the stairs outside the entrance to the apartment. The gangers in this building are all coming for you, and you now know that Mad Tony is on the third floor.

Enemies:
Cigarette-smoking gangster (Wounded, lung shot, bleeding) armed with 9mm pistol

Take time to line up a head shot against the smoking gangster, than hide besides the door of the bathroom with a knife ready for any movement, targeting the throat

This is why we don't kill people that we don't have to. It's just more of an opportunity for people to notice what's going on. That, and we're now facing an entire gang with 14 bullets. Also, we could've literally just snuck past everything since we knew where Tony was already.

Edit: How is the elevator moving? The power got turned off.

Rush out of the apartment and hide in a janitor's closet or equivalent space. Alternatively, an unused apartment will do.

Whoops. Mistake has been corrected.

+1 for Hiding Plan

You quickly open the front door of the apartment room and move into the darkness, where even the moonlight doesn't shine. Running your hands along the walls in what seems like a dark hallway by the stairs, you find another door on the same floor as you. You open the door, and discover, to your relief, that the owner has foolishly left the door unlocked. You quickly get inside the unknown room and shut the door, hoping to wait things out.

The footsteps soon arrive at the second floor, followed by angry shouts and one of the gangers dramatically racking a shotgun... Followed by the sound of a perfectly good shell falling to the floor. Seems like someone's been watching too many movies. Something flicks on, and you suddenly see bright white lights from the underside of the door. Flashlights!

The gangsters rush into the room where the gunshots came from, but the only thing they can find is the wounded and unconscious bathroom dweller.

"Where the hell did he go?!" A voice shouts. "Maybe he went through the grate?"

"He just vanished! Maybe he slipped away to the first floor or out the window. "You three get out there and patrol the perimeter of the building! Bronson and I will keep looking around inside."

Three pairs of footsteps slip out the grate in the narrow room, climb down the ladder, and start patrolling the outside of the apartment block. Two pairs of footsteps stay behind to sweep the inside of the apartment.

"Hey Bronson, you think the guy's hiding in the bathroom?"

"Wouldn't hurt to check, man. You go first."

The two gangsters start checking the bathroom.

First of all, use the downtime to reload the spent cartridges from your revolver. Keep the casings. Flick on the lighter momentarily to help see the room's contents. Is there a window?
