Yes, no great point in building or taking an axe on a map with no wood.

If you wait on building it, though, you might come across a cave river and then forge an axe once the tower-caps start growing.

Hmm. Each steel axe would need 4 fuel, 1 flux, and 2 magnetite/hematite/limonite. (if http://www.dwarffortresswiki.net/index.php/Steel  is correct)

You'd need two bituminous coal per steel axe (since each makes a net gain of 2 fuel).

* anvil (1000)
* 2 tower-cap logs (6)
* N*2 magnetite (24 points each)
* N*2-1 bituminous coal (3 points each)
* N flux (say, limestone, which is 6 points each)

For 2 steel axes:
1000+6+48+9+12 = 1075 points

For 8 steel axes (which would normally, without an anvil, cost 1600):
1000+6+192+45+48 = 1291 points
