Does groping Mycroft require a roll?

Potentially? If this is a thing, let's not go too far from it.

That's not a sentence I expected to read in a battle to the death

"Your tenacity... your courage in facing down immeasurable odds... I think I'm in love."

Roll to seduce/romantically hypnotize/distract Brewer. Combine my seduction bonus with my acting bonus(for realistic seeming seduction) and a bribe bonus.

Chapter I: The Watchful Monarch
Deathmatch
Part XIV: All's Fair in Seduction and Disconnected Murders
Goddard College Campus, Seattle, Washington
Evening, Clear Skies, 8/23/2020

Lying in a pool of his own blood in spite of the sheer willpower holding him together, Agent 47 looks around for anything and everything to use to staunch the bleeding from his new bullet wounds. [Scavenge: 4] Finding nothing, but full of survival instinct, 47 rips off bandages from the strips on the arms of his scarecrow disguise and aims to use them to stop the bleeding. [Medical: 1] Unfortunately, by the time he goes to his wounds, he can feel his body beginning to slow. He calls Frederic to call an ambulance to his location, [7] which will arrive soon, but it seems like it may be too late as his skin grows pale and his consciousness starts to blur. He chokes out a sigh, and rolls his head to the side, only to hear sirens fast approaching! If he can just hold on, he may very well make it. [Willpower: 5-2 (Death's Door)] The ambulance stops, but as the paramedics crouch over him, his vision slowly crawls to black.

[Medical: 2] The paramedics are unable to revive the Hitman.
The Rwandans incidentally killed 47! Mycroft gets:
http://marvel.wikia.com/wiki/Remy_LeBeau_(Earth-616): +Ability: Molecular Accelaration: Can "charge" an item with kinetic energy to explosive results

Meanwhile, with the military on their heels, the Fifth Doctor observes the literally massive army of Americans and Canadians and gulps. "Seems like the cavalry has arrived and they're not at all pleased to see us.". Directing an officer to the rooftop's ledge, the two Romanas continue firing on The King. [1 v 8-2 (Injuries)] Romana II fires the Ithaca right into the wall to the left of the King as he immediately retaliates with Killer Queen! [10 v 3] The Stand touches the Ithaca and retreats [Saving Throw], before Romana throws the gun. Clicking the Stand's fingers together doesn't kill anyone, instead clattering to the ground. [5 v 6-2] Romana III fires her Deagle just as Killer Queen forces her arms up, firing it into his ear as the cops take aim. [2 v 1-2] The King suddenly takes a bullet to the chest. Then a second. The entire police force practically devours his flesh with their rounds, before he drops backwards, dead on impact with the rooftop's surface.

The Police Escort has killed the King! The Fifth Doctor gets:
https://prowrestling.fandom.com/wiki/Bella_Twins: +Allies: Nikki and Brie Bella

From the TARDIS downstairs, two female professional wrestlers pop out into the hallway, both of them awfully baffled as to where they are and why they arrived. Just then, the soldiers barge in and aim at the Bella Twins, [8 v 10] who manage to evade gunfire and come up to the roof. Meanwhile, the officer aims to make a truce with the military. [Convince: 7 v 8] [6 v 7] He is answered by a sniper round he just barely dodges.

Ignoring Mycroft's suddenly glowing and purple fingertips, he aims his Jackhammer at Mycroft and gruffly demands "call off those people, or I’ll blow your brains out, m’kay?", before reloading both his Super 90 and Pancor Jackhammer to their full size.

With the King dead, Frances and Lorillard duck behind cover.

As his life hangs in the balance of a murderous, possibly homeless vagrant, Mycroft looks around for something, anything that could save him. But a plan comes to mind. A stupid one. But one nevertheless. With his straightest face, he looks back up to Mycroft and pulls on a look of simultaneously being impressed and heavily attracted. "Your tenacity... your courage in facing down immeasurable odds... I think I'm in love." he says with a straight face, all the while reaching a hand up to Brewer. [10+3 (Seduction Bonus, Acting Bonus, Bribery Bonus) v 3+3 (Injuries, Incompatible Orientation)] Brewer is absolutely stunned and lost for words at this. He never thought he could accept a man he was trying to kill...he lowers his aim and looks down to Mycroft.

Either getting the plan or being just as stunned as Brewer is, the Rwandans just...watch. [Medical: 7] Cobra limps down, and also just...watches.

The Combined Forces pull out a megaphone, and begin immediately shouting at the Doctor, Frances, and company. "Listen here, interlopers!" he snarls out, "This area is under the control of the combined forces of the United States and Canada. Step down with your hands up, and maybe, just maybe we'll let you swine live! OORAH!" followed by a chorus of "OORAH!" come from street level.

BSN: OORAH! Sorry, it's in my head now.

@NRDL: Waitlist?

"We were going to leave anyway, me and my companions have successfully aided the officers in apprehending the Rwandan soldiers, just look around you and take a look at the handywork of these soldiers. We could bring the remaining soldiers to justice if you permit us to work with you, otherwise I must ask you to stop shooting at us and allow us to leave, and should you not even be able to do that, at least leave the officers out of this, they're just doing their job."

Negotiate with the US-Canadian Joint Force, should they accept my offer of teaming up with them, wait for some soldiers to come to the roof and then proceed to interrogate the arrested Rwandan soldiers.

Should they only accept in letting us leave, then have the two wrestlers pick up the guns of the Rwandan soldiers and head to the TARDIS.

Should negotiations fail, ignite the flare, arm the wrestlers and fight our way through to the TARDIS, the Doctors disabling the weapons of any soldiers they encounter and the rest of my personal army shall keep the soldiers in check, preferably killing and wounding as few soldiers as possible.

No, no it is not. He can action to will himself out of it (at a severe penalty, given the 10+ roll), but if he can't, the rest of his action is so redundant that it wouldn't matter.

Just from Gambit's wiki-page: no, the larger the object is, the more time it takes to charge it in the first place. Size of the object determines the size of the explosion, so a playing card would detonate like a grenade. And it does not seem to work on living tissue.
