Setting civ's mount animal?

In siege, the human show up with mounting on horse, grizzly bear, etc..

And goblin come with beak dog, troll, etc..

What's criterion that choose civ's mount animal, war animal?

How to change those animals?

The entity chooses its [MOUNT] from the creatures it has access to with the proper tags, same goes for [TRAINABLE] and war animals.

Evil entities with [USE_EVIL_ANIMALS] also has access to those that have [EVIL] and [SLOW_LEARNER]


I think it can be done with the [ANIMAL_ALWAYS_MOUNT] tag in the entity file, if the animal does not already have the [MOUNT] tag in the creature raws.
As follows
[ANIMAL]
[ANIMAL_TOKEN:WOLF]
[ANIMALS_ALWAYS_PRESENT]
[ANIMALS_ALWAYS_PET]
[ANIMAL_ALWAYS_MOUNT]
