As for why, we will be needing a tethered balloon, I dont trust radios to quite work yet, and this way we can get both the army and navy off our backs while getting fancy stuff we can use on more important stuff without messing up their design chances, like aircraft.

I see a solution here: doubloon, could you make your design tetherable? It shouldn't be a hard addition. This would let us pursie a more abitious design while still being usable at sea.

It seems obvious that our next project should be a dedicated fighter, and that we should *spend* our two dice on revisions, this is the early turns where ailerons and cameras need to be set-up, foster mounts and other things
