I'd do the lowlands, unless we want to try contacting nearby peoples and potentially gaining actions.

The Lowlands is probably a contact too. A shine like a mirror sounds like what a beacon would look like.

Anyway, since moving stuff costs us actions (how much, I have no idea), it's probably better to dig further a bit right now, so that we only need to move once. On the other hand, workshop are going to be needed soon, given that both outdoor and indoor work are dangerous right now.

Huh, I would've hoped that the ramshackle housing would've followed the drill. Might still be free to attempt to move it, and definitely worth doing. Otherwise we'll be getting frostbite cases from anyone inside the buildings.

Shipkilled, Week 4
Simdic's Log, Granite:
"Cold shows no sign of ceasing and neither shall we, hasn't dropped yet but I can feel it in my bones that it ain't far off. We're seting up in the depths, preparing as best we can, and digging yet deeper. Steam Drill is running fine, showing no signs of wear. Still no sign of our lost people, and we've hardly the means to go out looking.

Observations: Temperature steady at -30 Celsius, Hardly any snowfall, but the wind is picking up."

We could do one expedition and one Gather Food to pay for it, then a Gather Steel OR a Gather Wood, which would allow us to innovate the Observation Post OR Underground Farming, for maximally efficient use of permanent resources.

Send Expedition to the Lowlands

While this will empty out our food stockpiles after this turns upkeep, it does set us up for establishing proper food production, and the Lowlands is a decent lead into where our missing dwarfs are; and some more supplies while we're at it.

Question: when did the Improvised Housing move to depth level 2? Or is that a mistake, since the temperature gauge still has it at depth level 0?

It moved down this turn, as its just tents and shanties, your dwarves took it upon themselves to clear a little space in the depths and move down there.

Simdic's Log, Slate:
"Outdoor work is starting to take its toll. The number of sick are ramping up, but every week brings us closer to abandoning the surface in favor of the warmth of the earth. Thankfully the volunteer force took the time to move our homes beneath the earth, or things would be much worse.

Observations: Temperature steady at -30 Celsius, Wind and snowfall are increasing. Its a blizzard to be sure.

-Simdic Pebblefury

Expedition Log:
We struck out for the strange lights in the Lowland, and found...Something odd. First and foremost we found a large number of our lost population. Sick, and injured and hungry, they sought shelter at a strange crystal spire. Its almost elven make, but different. It pulses with an uneasy energy. There is no snow within its range, and from here we can spy a few more sites of interest.
We've brought our people home, even though they are in poor shape.
