They shall continue to mine, then make them melt the copper again, and have them pave the roads.

(Melting the copper = 3+1 For yelling) After a bit of yelling they finally decide to melt the copper and figure out how to forge stuff.
(Pave the roads = 6) They use up all of the stone paving the roads.
Just head in a direction until we get out of the city.
