War never changes, but it sure evolves.

This is a pretty simple game, each of you starts with one card in their "deck", a measly 2.
On your turn you may "attack" a land neighboring your own. If you do, you each draw one card at random, and if yours is higher, you get both the land and their card.
If you don't attack, you may "improve" one (plus one for every 4 land you own) cards you own, raising their rank by 1.
I'm looking for 4 players, but we'll start in 24 hours, even if there are fewer.

Submit your actions in bold. In interest of fairness two players can't attack the same territory on the same turn.

Is there a card strength limit? If not, players who do nothing but improve their one card can never be beaten, and there's not much reason to expand other than "to win."

This actually makes it worse. Now the dominant strategy is "improve to K, attack somebody, improve new card to K, attack somebody else, GOTO 10", and the game is ultimately expected to end in a tie where everyone left has only 13s.

If you do something like have the max card level be (5 + territory_number), there's a good reason to expand. I'd say keep old cards that are over the limit where they are, when someone loses territory, leaving counter-attacks potentially dangerous.
