The grand consensus is...
SCP WITH PANDORA'S BLADE-LIKE SUB-FACTION!
I figured with such a close match and SCP only pulling ahead near the end there that we should have a splash of Pandora, yes?

"Those who cannot remember the past are condemned to repeat it." A possibly overused quote but a cornerstone of what drives the SCP Foundation. Its been a long twenty years. Even with the damages during the invasion, we had initially assumed that we could continue operating at least somewhat normally. But then our PMC contacts started going dark, followed shortly after by own members. We went to ground with whatever we had, and had to sit and watch as our soul was crushed. Across the globe, pillars of human creation or thought where destroyed and defaced. The Great Colosseum turned into a massive military airdrome. Notre Dame became a ADVENT HQ. Countless museums ransacked, their contents disappearing to unmarked ADVENT warehouses.

And as this happened, all we could do was watch. But now that ends. We have stockpiled what resources we can, called together anyone who can make it, and begun planning our first moves. And while we once curated history, we now find ourselves fighting to shape it.
----------------------------------------------------------------------------------------------------------------------------
Beginning of Turn 1

Missions:
ADVENT has been working on dividing the city into manageable patrol zones through a network of checkpoints and surveillance posts. A new one is being constructed in the middle of the city, and is a visible sign of ADVENT increasing its hold on the city to the populace. Furthermore, it would cause some major issue for a local gun runner, who is willing to supply us in return for dealing with this new obstacle. Primary Objective: Destroy the unfinished checkpoint. Secondary Objective: and the 3 surveillance posts along the street.  Reward: 40 Supplies For primary, 20 Supplies for Secondary.

An local gang has begun sprung up in a series of tenements, and begun extorting its residents by threatening to sell them out to ADVENT, besides just hurting them. If we want to actually help the people of this City, and keep ADVENT from doing anything, we need to stop this. We managed to track them down to an abandoned 2-story warehouse. Reward: Popularity Boost.

A local engineer recently hacked into the communication lines leading into an ADVENT maintenance depot, and while he did not get any of the technical details he wanted, what he did get was a Bulletin out for his immediate capture. He does not know ADVENT is after him just yet, but we are going to have to move fast if we are going get him out alive. Reward: Engineer VIP.

A coastal smuggling operation recently got busted by ADVENT, and in the ensuing confrontation, an entire ships hold of weapons and ammo got captured by ADVENT. They have it all stored in a warehouse complex, and security looks tight. However, we know from some of the members of that ship that managed to escape that there is a serious level of armaments inside, up to and including Rocket Propelled Grenades and Machine guns. Reward: Assortment of Weapons.

Is this the Design Phase, or... Where are we right now? Because it sounds like you want us to pick Missions.

Design Name: Rudimentary Hydroponics
Procedure: UV lights and basic nutrient solutions are to be acquired. Nutrient solutions will be comprised of various chemicals such as potash, calcium nitrate, potassium nitrate. Acquiring these chemicals will likely be the hardest issue to solve with this project. Containers with plenty of space for the plant roots are to be procured. The containers should be covered with gaps through which the plants are held. Each container should have a secondary container that can contain all the water that will be used. These containers will be connected to the plant containers with two pipes. These pipes are setup such that the water will ebb back to the secondary container over time and that there is a small pump that will move water from the reservoir up to the plant tray. This pump is to be activated intermittently and not to be left on. If the roots of the plants are left permanently submerged the plant will drown. There needs to be periods where the roots are exposed to air interspersed with the times the roots are submerged in nutrient rich water.
Description: We no longer have an infrastructure to support us, we are alone for now. We are now reliant on what food we can scavenge and scrounge up from raiding the advent. An army marches on it's stomach and while currently our forces are small we still do not produce any food. If we are to lay low and hide from advent forces at any point we will go hungry. We need to build some infrastructure of our own and become self reliant. This is just the first step to self reliance. The next steps are to build workshops and research medical plants we could grow. Once we have a stable supply of food we could potentially use the excess to curry favour with the starving folk of the city or even to trade with rival cells should they get hungry enough.

Oh, I found something while trawling through our notes on the original XCOM. Even though their research is gone, we can make our own version of some of their things... Like the S.C.O.P.E.!

PROJECT S.C.O.P.E.

Description: An upgraded version of a common zoom scope for a variety of guns. A bit of image-recognition here, another glass lens for a holographic HUD there... And you get deadly, computer-assisted shots with frightening reliability.

Specifics: Starting with an ordinary 4x scope, we would add a small computer to the top or side of it. This computer is connected to a camera which sees through the scope and feeds the image through some kinda ADVENT stolen image recognition software, coded to detect the types of X-Rays we've seen/studied. The results of this are projected onto an additional glass lens (essentially just a glass disc, don't want to mess up the zoom or focus on it) which will show additional information to the operative.

Planned information to show on this in-S.C.O.P.E. HUD includes, but is not limited to...
Types of Hostiles in view.
Range to Hostiles.
Vital targeting information of Hostiles, once we autopsy them and get a general idea of where to shoot.
The S.C.O.P.E. will also highlight hostiles it recognizes, assisting in threat detection during low-light missions.

We expect it to have some bugs at launch - Namely, we know very little about the kinds of foes we will be facing, so our knowledge base for the image recognition software will start off... weak. New threats will not be recognized the first time we face them, and will lack information and highlights, and threats we DO know but have not studied will not have the "Critical Hit" targeting superimposed. But regular updates to the software and information base as we go should help with that.

S.C.O.P.E. designs need a bit of alien materials to invent, right? We don't have any yet.

Eh, not this version. I made this one to be more doable with human technology, and a bit of maybe kinda risky ADVENT hacking.

Besides, in game, the S.C.O.P.E. requires Weapon Fragment Research, but no Alien Materials to create. So one whose research is based in current technology should work just fine, right?

Weapon fragments, that's it. Yeah, might be doable with futuristic tech being more common in general post-invasion.
