Aren't they? Unless they're consistently not in your worlds they could've just gone extinct :P

Lol but I just loaded a world for like 30 years and all the civs and races I see are dwarves fortresses, kolbold fortresses and that’s it and a few orc and human hamlet

check the launcher to make sure that they are enabled

Well it was probably fixed by now, but you could have checked legends mode to see if they actually spawned in and were wiped out.

Spawning in isn't guranteed, neither in regular DF though its rare. Just have a wide enough world to have space for everybody.
