Dwarves refuse to work

I don't get it. I have labors assigned. I have top-priority jobs still undone... and yet all my dwarves have No Job, except when they are eating, sleeping, drinking, or fishing. Everything was going smoothly, and then all of a sudden, my dwarves went on strike. How do I fix this?!!

i have been having the same problem. only about 30 out of 120 dwarves actively doing anything. when there are plenty of jobs to be done...
