HALP there's no justice in my game????

I can't find the justice screen! I have all the necessary dorf occupations (I think) but I CANT FOR THE LIFE OF ME FIND THE JUSTICE TAB.

HALP WHERE IS IT?

Should be a tab on the the z-screen. Wiki says the tab shows up even without the nobles.
