For millenia you have travelled the galaxies. You have left Your desolate homeworld after ecological breakdown. Your mothership has found Earth and some drones have stolen some of Earth's water.
We can build a suitable Base near Earth.

A: Moon
B: Mars

Pick one: Insect, squid, wolf, snake, Velociraptor
Pick one: Heart, Head, Soul
Pick two: Research, Strength, Poison, Agility, Camouflage, Instinct, Natural Weaponry, Heavy Defender

Mars is hard to operate from without scrutiny thanks to the MRO. 

Moon is better. No orbiters are in the Lagrangian point needed to observe the dark side of the moon.  Launch costs are significantly smaller too, you get the benefits of the earth's magnetosphere, etc.
