Powerful semi-megabest not convert spouse

I add to all megabeasts and semimegabests [POWER]. Not sentient only kill site and live in it. I add to dragon, roc, hydra and colossus ability to speak. In one world one site was with 50 colossi, in other sites live one or two beasts. Some semimegabeasts was leaders (one ettin was human law-giver, become goblin prisoner, goblin master and back to humans), but other was only enemies for civs. But semi-megabeasts not want breed. I add two bride castes and spouse converter to base female and male. Why this not work?
