-split new pops evenly between soldiers, thinkers and tinkers
-build two more water extractors
-spend 200 biomass on upgrading soldiers (as always, lowest level first)

Can we evolve other options? Maybe i am Missing Something
If you mean the tier 2 upgrades I was talking about, you discovered a hidden tier 1 upgrade so that has to be gotten first.

You can only spend what you have in storage, gathering happens at the end of the turn.

Yes the north is just wasteland, nothing will come out of the north. Tho the locals think that you are abominations that spawned from the northern wastes(which are wastelands because the north was nuked to raise sea levels, instead it made the whole world messed up).

You build another 2 water extractors to further exploit the ocean to the west. You use 100 biomatter to upgrade soldiers starting at tier 1, 60 is used to activate the evolution chambers transforming 600 tier1 to tier2, the last 40 used to feed 400 tier1 soldiers to tier2 soldiers. 4000 soldiers are sent to the fort. Once again the troops at the fort are wiped out, you had 2160 losses while the locals had 2847 losses. Bodies bringing back: 4182(2160 soldiers + 2022 locals). You allocate the swarmlings evenly between soldier, thinker, and tinkers. Your harvesters inform that next turn will finish the exploitation at their current location.

Use as much biomass as nessesary to upgrade soldiers to level 4
