An Indeterminate Arms Race, now containing actual turns!

Welcome to AIAR, perhaps better referred to as "choose your own arms race"!
 
 In this game, you are tasked with gaining control of Neu Salsburg, a small island nation recently made independent, stuffed with surplus weaponry, and only just emerging into the 20th century itself.

 The world has gone silent. Reports of plague, of death, of renewed war have reached us. No outside ships have been spotted for months. The few brave souls who sailed to investigate have never returned, and tensions have risen to a breaking point.
 The old government is gone, swept aside by two new. Cults in all but name, they worked together to defeat the assembly's forces and now turn on each other. For dominance over Neu Salsburg, to choose the course of her people, and to gain control over access to the old world.

Major News Concerning the Sovereign Nation of Neu Salsburg!
March, 1920 | Reports come over the radio of a new wave of the Spanish Flu. Death tolls are reported to be in excess of 75%. Fishing ordered halted, ports closed.
 April, 1920 | Government troops block off civilian access to Neu Salsburg Bay Island, citing "military requirements for effective quarantine"
 June, 1920 | Radio signals from the outside world go off air or are reduced to static. Government refuses to comment. Famine looms.
 July, 1920 | A food riot turns bloody as protesters shot. Mass arrests of "religious agitators"
 August, 1920 | Open revolt breaks out, lead by two religious factions. Famine is well in effect.
 December, 1920 | With summer, the two factions leading the revolt march on Neu Salsburg. Almost all governmental resistance crushed. Shortly after the storming of The Castle fighting breaks out between the two factions.
 January, 1921 | Our story begins...
 
Turn zero information

 During turn zero, interested players are asked to vote(above) for the quirks to be employed in this arms race. Each player votes for three, and two will be selected, barring a tie amongst the leading options. That done, after a period of one week or when ten people have voted, players will be asked to choose between two teams, there to fight eachother, outside threats, or theoretically both. Fighting will be done via designing, construction, and allotment of weapons, equipment, vehicles and similar things to their sides armies, and improving the island to the point where it can fight a war without importing everything from the rest of the world.
 Infrastructure is the name of the game, as is logistics.

 Welcome to Neu Salsburg, sovereign since September 10th, 1919 with the signing of the Treaty of Saint-Germain-en-Laye by Austria-Hungary. [Compiled April 1st, 1920]
 
 Below is a report on the capabilities of this soon-to-be-great nation.
 
 A small nation of only around one million inhabitants, poor in wealth and rich in angst and now inundated with Great War surplus donated by the Entente, Neu Salsburg is ripe for things to happen. it is located in a particularly cold and wet region of the far south Indian Ocean, and consists mainly of a single large island, which is mostly made up of mountains, coated with thin coniferous forests, surrounding a fairly small region of what was originally mixed forest and now is mostly farmland where it is not swamps or marshes.
 Transport, as one may imagine, is... thin on the ground. Most transport that actually occurs is via the railway, built to the Bosnian-gauge, which runs between the main settlements of Neu Salsburg, Sellye, Pecs, Berek, and Cigand. Of these, only Pecs and Neu Salsburg are coastal, on roughly opposite sides of the nation. Neu Salsburg is likewise the only city to be located in the farmlands, and is the nations breadbasket. Personal transport is largely via horse or ox-drawn wagons across mostly unimproved roads, although automobiles are existent, mostly in Neu Salsburg and mostly electric examples.
 Mineral wealth is fairly sizable, if mostly untapped. Sellye is located near some particularly rich veins of blackband ironstone, and recently a small blast furnace has been built to take advantage of this. Cigand, located in a small river valley upstream from Neu Salsburg, is located amongst deposits of bauxite, which stretches nearly three-quarters of the way towards Neu Salsburg before being replaced by deposits of dolomite interspersed with chert. Berek is likewise located near metal ores, in its case Bornite. Much of the island is composed of granite, and granite is primary building material.
 Agricultural and animal wealth is less prevalent, although far more developed. Neu Salsburg and Cigand are centers for the bulk of the agriculture(mostly potatoes), while Pecs and New Salsburg both maintain sizable fishing fleets. Most regions are self-sufficient for food, relying on gardens, orchards and grazing animals(almost entirely goats) for much of their sustenance. Cattle and horses are raised in small amounts, with cattle in the highlands and the few horses mainly in the low. While the lowlands are almost totally devoid of trees(a few small plantations being the exception), the highlands have a thin forest of conifers(mostly spruce) stretching almost uninterrupted across the island.
 Heavy industry is almost nonexistant. Small forges are located in Berek and Sellye producing small quantities of copper and iron, respectively. A single Siemens-Martin steel oven along with the islands sole major powerstation is able to be found in Neu Salsburg, along with most of the cement production in the nation. Pecs has a medium-sized lumbermill, and both Pecs and Neu Salsburg have maritime industries to mostly maintain the fishing fleets. Most major settlements have some form of metals workshop, if only a mostly up-to-date blacksmiths shop.
 The military, at the moment, is vestigial, consisting of a number of part-time volunteer organizations hastily folded under the central government after independence.
