 Alright, clarification on how equipment gets handed out was requested.

Example: Side C elects to give side E 60% of the G11s available. Side E votes to give the C's 55%. 60% bring given is most, so side C winds up with 40% and side E has 60%.

To note: No side is getting actual designs out of this. Equipment may be copied as a revision, and all of it is able to give inspiration for designs incorporating elements of the weapons.

For those still on the fence and/or lurking, turn 1 is out, which may have changed perceptions. For those in, some information in the OP has been changed to better reflect the game. Also, that was a fairly interesting split there for who got what ships.

As for what side got what subsectors, that was either as close to even as possible or decided via coinflip.

While working on numbers for the actual combat, it has come to my attention that something is needed to make artillery not instantly the be-all and end-all. To that end, emplacement is being added to represent setup times.
There will be three levels of emplacement, being "No setup required", "Fast setup", and "Laborious Setup". Fast setup removes 1/2 of the combat power of something when attacking, while Laborious removes 3/4 of the combat power when attacking. Laborious setup is reserved for things such as weapons that require emplacement, which should be rare.
