Norwich is a city within Norfolk. Norfolk is the whole top half of the map in the OP (technically the bottom half is Suffolk, but as there are hardly any people left around it doesn't really matter. You might want to pick somewhere not in Norwich as Uploxed need signal to be able to move and see, and there is no signal in the north east corner of the map (including Norwich) because the Postwick tower is down.

Those are fine personal goals.

Personal goals:
-Find a cure to the Hunger (probably going to need multiple sub-goals)
-Figure out why the Uploxed think it’s somehow ok to kill humans and mutants
-Set up our own tower to jam signals

I have decided... Issac Revero will take you up on the offer to dual-faction.

One faction would be the Church of the New Millenium. The leadership and a few agents would be aware of Issac's true nature, but much of the general public wouldn't. Issac would consider becoming a neozombie as a "Contingency Plan" should worst come to worst.

The other faction would be the Londoners, where he would not masquerade as a human. Issac would work to maintain a sort of alliance between the two factions, primarily using a mutual hatred of the Eyes of Gaia to do so.

Den would be located around the northernmost part of the Ipswich Dead Zone.

Personal Goals:
- Set up another Dead Zone somewhere
- Improve the relationship between the "Civilized" factions, to bring about something resembling a proper civilization

As for personal goals..

Make sure no faction wins the game before accomplishing my other personal goals.

Establish independance of earth from the Uploxed, either by destroying the Nexus or establishing effective two-way communication systems allowing for both real diplomacy and the ability for humans/mutants to visit temporarily, as uploxed members do the other way.

Neutralize the living factions, by ensuring that multiple independant groups or nations form instead of just one (or one alliance) seizing power, and that there are no more eternally hungry mutants being created.  Also, that at least one nation has a representive or democratic government and acknowledges the existance of other factions as legitimate polities.. not targets for assimilation or conquest.

(Cutting those back into simpler goals, they would be..)

-Establish the capacity for damaging or destroying the nexus, as a method to force real negotiation from the inhabitants.

-Establish a method of mass communication allowing me to help influence the development of the next living society.

Sure, let's say that the true harm of it is that it can cause data corruption.

That's all good. That's be in a small copse of trees where you can keep dry, atop a hill with views across the countryside. It used to be called Spalding's Chair Hill but you can call it whatever you like.

"Strengthen my hideout" would make a great personal goal. Having one or two easy to achieve short term goals means it'll be easier for you to develop. You can have up to 3 personal goals, and due to the fact you don't want to work with factions, these are the only ways for you to gain tallies.
