I was wondering if there was a way to force all migrants to my fort to arrive with no skills or labors enabled, is there?

In addition, is there a way to disable masterworks from being produced, even if it means disabling quality levels entirely?

Also: Is this the right board to post this questions, or does it belong in modding?

Very much modding. Many (though by no means all) of your immigrants are historical figures who already exist and have built up skills as part of the generated history. You'd need modding, probably with Dfhack to tell Dwarf Fortress to turn off it's simulated world. (Or more likely a simpler workaround like making  a script that strips immigrants of their skills the moment they arrive).

Arriving simply with no labours set is a standard option in d_init.txt. Change [SET_LABOR_LISTS:SKILLS] to [SET_LABOR_LISTS:NO]
