What are the effects when the circus comes to town?

If you bring the circus to the world in fort mode how long will you have to wait before you notice anything different?

New civs aren't formed by player breakthroughs yet according to last month's fotf or perhaps the release thread (yet being the key word) so forever. Although clowns will be hanging out at the destroyed site.
