This is one tool for a very specific job: Import an elevation file, render a heightmap from it, and apply any given texture. It runs in your browser, so it's very easy to access. You can even run it from your Android phone or tablet if you so desire.

Even though it's browser-based, it runs entirely locally, so none of your files will be uploaded to any server.
