The Chancellor was running. She was out of breath, red in the face, barely able to move straight. Up the hill, past the square, through the door, up the stairs, into Gwendolyn's office. A sparsely decorated, spartan chamber, every one of the stone walls was whitewashed, a single cabinet sat at one end, a desk and chair at the other, and a thin slit-like window sat between, overlooking the square. Gewndolyn jolted awake in the chair as the Chancellor slammed a bundle of papers onto her desk. The Chancellor began to speak, in between quick, laboured breaths.
The plan's changed... huh... huh... tether the swamp... huh... we need to evacuate the Calgari... huh... huh...we need... we need soldiers on the ground... there's... shit's going down...
Gwendolyn didn't need to hear anymore. She jumped across the desk, and leaped up the stairs to the peak of the tower with an agility that she had no right to possess at her age. She had a rock to pilot.

Admiral Bracket had been awaiting a reply from Pilontus for a few days. He assumed that if they'd accepted an offer from somebody else, they'd be notified, but perhaps not. Rich people could be like that. Demigods could be like that. Rich demigods could be right assholes about it.

He felt the light tap-taping in his head that came with an urgent message through the Engine. Hmn. Odd. He wouldn't expect Pilontus to be in such a rush.
He made the connection.

Salut-
It has come to our attention that the Elementals are planning to annex the entirety of Escobarb by allying with the Untilgari and killing anyone in their way, and Kellin would like to extend the hand of friendship in the hopes of cooperating to evacuate the Calgari as soon as physically possible.

Auden took a second to process what he'd heard. The elementals were - he looked out, across the skies. One relatively picturesque vessel much like his own - and then beyond, the infamous half-on-fire domicile of the Elemental Chaos.

Oh. It was all he could say for a moment.

He pointed at a nearby courier. The refugee limits for the Calgari are waived, and they need to know that! Escobarb is about to become a warzone if we don't get them out of here! And accelerate the tethering! We need to be out of here before the Elementals can get their military to us! Get it known! The young courier - and three other sprites in earshot - quickly ran off to communicate the new decrees.

Auden focused his attentions back on the communications link.
Message received and confirmed. Polaris has removed all restrictions on refugee inflow. Thank you, and tell Gwen that Auden sends his regards.
If you have any food stores available for transfer, they'd be much appreciated. We're running low, and we'll only be lower after this.

The Chancellor returned to her office. A group of officials were there to greet her.
Two fish motes and two wheat motes to Cloudbank as soon as possible, mobolise the armed forces and prepare for potential combat, prepare for an influx of refugees, I want work being done to ration our current food stocks, I want Tolan on high alert... and... and...
She slumped into her chair suddenly, deflated and exhausted.
... I want a cup of tea...
