Civ resourses and permitted reactions

This is reaction from Meph's mod. Civs with it will have steel even without professions at all.

How add other specific resourses to civ? Like specific plant, that don't grow around. Like fish, that does not exist in world at all. Maybe, wood from third cavern layer, for fire-safe nether cap beds. Inorganic clothes and drinks, maybe. What I can add?

Animals may be added ti civs by using [ANIMAL] definition. Especially interesting ALWAYS_PRESENT option, that even can give you all generated creatures, except experiments.
